Joel currently serves as the General Manager of the Placer Mosquito and Vector Control District based in Roseville, California. Since 2009, Joel has led a talented team of mosquito and vector control professionals in protecting the Placer County residents from vectors and vector-borne diseases thought innovative leadership, technology, and data-driven decision making. He is currently the Vice President of the AMCA and has served on the AMCA’s Legislative and Regulatory committee as part of the Endangered Species subcommittee since 2013 and started the Unmanned Aircraft Systems Subcommittee as Chair in 2017. Most recently Joel has led the effort to create the AMCA Drone Program which seeks to encourage safe and effective use of drones in mosquito control and provide regulatory support and advocacy. Joel continues to represent public health and mosquito control among regulators and stakeholders within the unmanned aircraft industry. Joel holds a Master of Science degree in Integrated Pest Management from UC Davis, and a Bachelor of Science degree in Ecology, Evolution, and Conservation Biology from the University of Washington.
